The Indian Foreign Service (IFS) was created for India's diplomatic, consular and commercial representation abroad. Its officers represent India in embassies, high commissions, consulates and permanent missions such as the one at the UN, and they staff the Ministry of External Affairs (MEA) in New Delhi. You enter through the Civil Services Examination: the IFS (Recruitment, Cadre, Seniority and Promotion) Rules, 1961 make MEA the controlling authority of the service and fill its Junior Scale through UPSC's open competitive examination.

This guide follows the career from training to Ambassador, using MEA's description of the service, those rules and the pages of the Sushma Swaraj Institute of Foreign Service (SSIFS), where IFS officers train. For pay, see IFS pay and foreign allowance.

Training: one year in India, then a language abroad

SSIFS describes a training period of one year in India, followed by your first posting abroad:

  1. Foundation Course at LBSNAA, Mussoorie, with officer trainees of the other services. SSIFS puts it at three months.
  2. Induction Training Programme at SSIFS, New Delhi, nine months in all: a one-month orientation; Phase I, two months on how MEA and the missions work and on economic diplomacy; a three-month desk attachment in MEA's divisions; and Phase II, three months on defence, public, cultural and multilateral diplomacy. Short attachments with a mission, the Army and a state, and a Bharat Darshan tour, are part of it.
  3. Your compulsory foreign language. At the end of training you are assigned a compulsory foreign language (CFL). After a brief desk attachment in MEA, you are posted to a mission in a country where that language is spoken and enrolled in a language course. You must pass the CFL examination before you are confirmed in service.

The rules put a direct recruit on probation for two years, during which you complete the prescribed training and pass the prescribed examinations. Your year of allotment is the year after the year of your examination.

Titles abroad and at headquarters

Officers move between missions abroad and the Ministry, so MEA describes the career as parallel ladders. Each runs upward in this order:

  • In an embassy or high commission: Third Secretary, Second Secretary, First Secretary, Counsellor, Minister, and then Ambassador, High Commissioner or Permanent Representative.
  • In a consulate: Vice-Consul, Consul and Consul General.
  • At headquarters in MEA: Under Secretary, Deputy Secretary, Director, Joint Secretary, Additional Secretary and Secretary.

You begin abroad as a Third Secretary and become a Second Secretary as soon as you are confirmed in service.

Grades and when promotion comes

Behind the titles is a set of grades. The rules, in the version MEA publishes as updated to February 2013, set how you move up. SSIFS describes Grade IV as Director level and Grade III as Joint Secretary level.

GradeHow you reach itEarliest eligibility
Junior ScaleDirect recruitment through the Civil Services ExaminationOn appointment
Senior ScalePromotion by seniority-cum-fitness from Junior Scale officers who have been confirmedAfter confirmation
Grade IVSelection from Senior Scale officersNot before 1 January of the year you complete 13 years of qualifying service
Grade IIISelection from Grade IV2 years in Grade IV and 17 years of qualifying service
Grade IISelection from Grade III2 years in Grade III and 25 years of qualifying service
Grade ISelection from Grade II2 years in Grade II and 30 years of qualifying service

A Foreign Service Board, made up of all the Secretaries in MEA, the Commerce Secretary and MEA's Joint Secretary in charge of administration, advises the Government on postings and transfers and on promotions up to Grade IV.

Mid-career training

SSIFS runs three mid-career programmes, each three weeks long:

  • MCTP I for officers with 5 to 8 years of service, before they are considered for Deputy Secretary after their first round of postings abroad.
  • MCTP II, mandatory for officers of Grade IV, with two weeks at SSIFS and one week in the states.
  • MCTP III, mandatory for officers of Grade III.

Who becomes an Ambassador

MEA's ladder ends at Ambassador, High Commissioner or Permanent Representative. The rules, however, leave the posts of Heads of Missions to the Central Government's discretion: it may fill them with members of the service or with other persons (rule 9). Rising through the grades makes you eligible; it does not reserve the post for you.

How big the service is

In a Rajya Sabha answer on 12 March 2026, MEA said the IFS had a sanctioned strength of 1,224 as on 1 January 2026, with 1,025 officers in position. It gave the officers appointed to the service each year:

YearOfficers appointed
202135
202236
202336
202433
202552

Through the Civil Services Examination, the Government reported 55 IFS vacancies for CSE 2024 and again 55 for CSE 2025. Only candidates who list the IFS among their service preferences can be allotted it; see service preference and DAF.

Frequently asked questions

How long is IFS training?

SSIFS describes one year of training in India: the Foundation Course at LBSNAA and a nine-month Induction Training Programme at SSIFS. You are then posted to a mission abroad to learn your compulsory foreign language. Probation lasts two years.

What is the first post of an IFS officer abroad?

MEA says a Foreign Service officer begins abroad as a Third Secretary and is promoted to Second Secretary as soon as he or she is confirmed in service.

When does an IFS officer reach Director or Joint Secretary level?

Under the recruitment rules MEA publishes, selection to Grade IV (Director level) cannot come before 1 January of the year you complete 13 years of qualifying service. Grade III (Joint Secretary level) needs 2 years in Grade IV and 17 years of qualifying service.

Is the Indian Foreign Service the same as the Indian Forest Service?

No. The Indian Foreign Service is filled through the Civil Services Examination. The Indian Forest Service has its own examination, whose first stage is the Civil Services prelims. See Indian Forest Service (IFoS).
