An Indian Foreign Service (IFS) officer's basic pay runs from ₹56,100 a month on joining, at Level 10 of the pay matrix, to a fixed ₹2,25,000 in Grade I, at Level 17. Two things decide what you are paid: basic pay, which follows your grade, and, while you serve abroad, a foreign allowance that depends on where you are posted. This page sets out what official documents say about both.

The service's own pay rules are the IFS (Pay, Leave, Compensatory Allowances and other Conditions of Service) Rules, 1961, and we could not find their current text in an official source. The pay level of every IFS grade is, however, printed in the Civil Services Examination Rules, 2026, which DoPT notified in the Gazette on 4 February 2026, so that is the document we use for it.

Starting pay

When the Union Cabinet approved the 7th Pay Commission's recommendations on 29 June 2016, it put the starting salary of a freshly recruited Class I officer at ₹56,100. The Pay Commission's report gives the same figure as the entry pay at Group 'A' level, and it describes the IFS as a Central Group 'A' Service. New IFS officers join the service's Junior Scale through the Civil Services Examination, so your basic pay starts at ₹56,100 a month.

Dearness allowance and other allowances are paid on top of basic pay. We don't quote a total "in-hand" salary, because it depends on these allowances and on where you are posted.

IFS salary per month in India

In India an IFS officer draws basic pay plus dearness allowance, 60% of basic pay from 1 January 2026: ₹89,760 a month for a new officer. The table adds DA to the first cell of each grade's level. Abroad, the foreign allowance below is paid in addition.

Grade IILevel 15 ₹1,82,200 to ₹2,24,100 ₹2,91,520
Grade ILevel 17 ₹2,25,000 (fixed) ₹3,60,000

Basic pay: DoPT: Civil Services Examination Rules 2026, Appendix II (Gazette of India, 4 February 2026). DA: 60% of basic pay from 1 January 2026 for Central Government employees (PIB (Ministry of Finance), 18 April 2026: Cabinet approves additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners w.e.f. 01.01.2026). The last column is the first, lowest cell of each level plus DA; increments, and pay fixed on promotion, usually put an officer higher. It leaves out house rent allowance or government housing, other allowances, and income tax and other deductions.

Training and the first posting abroad

You join the Junior Scale on probation for two years, which can be extended (CSE Rules, 2026). Training in India lasts one year, SSIFS says: three months of Foundation Course at LBSNAA, Mussoorie, with the other services, then nine months of the Induction Training Programme at the Sushma Swaraj Institute of Foreign Service (SSIFS), New Delhi, including three months of desk attachment in MEA's divisions.

Your first posting is abroad. The CSE Rules say officers may then be posted as Third Secretaries in Indian Missions abroad to learn the compulsory foreign language allotted to them, and MEA says the posting is to a country where that language is the native language. You must pass the language examination before you are confirmed in service, and on confirmation you are promoted to Second Secretary. The IFS career journey covers the training in detail.

Foreign allowance

India-based officials in missions and posts abroad receive a foreign allowance. MEA explained the method to the Lok Sabha on 5 February 2014:

  • it has been worked out under an Indexation Scheme since 1 January 1998;
  • for each station, it follows a prescribed basket of goods and services, extrapolated using the United Nations Retail Price Index for that station;
  • a joint team of MEA and the Ministry of Finance reviews it every year.

So the allowance changes from one station of posting to another and from one annual review to the next. The CSE Rules, 2026 add that it is commensurate with your rank and meant to cover the extra cost of living at the station and expenditure at home, and that officers abroad also get free accommodation according to their diplomatic rank. The same rules list the other facilities abroad: medical attendance under the Assisted Medical Attendance Scheme; normally one set of home leave passages for each posting abroad, plus two single emergency passages in a career; an annual return air passage for children aged 6 to 22 studying in India; and children education allowance for up to two children aged 3 to 20 studying at the station of posting. Neither document publishes rates, and neither do we. MEA's 2014 answer is the most recent official description of the method that we found.

The grades your pay follows

MEA's recruitment rules say the IFS cadre is made up of the time scales and grades set in rule 4 of the 1961 pay rules. The grades the recruitment rules name are the Junior Scale, the Senior Scale and Grades IV, III, II and I. SSIFS describes Grade IV as Director level and Grade III as Joint Secretary level. When each grade comes, and what it needs, is in the IFS career journey.

Appendix II of the CSE Rules, 2026 gives the pay level of each grade, as in the salary table above. It also lists a Junior Administrative Grade, at Level 12, between the Senior Scale and Grade IV.

The pay "edge" the IFS shares with the IAS

The 7th Pay Commission's report (2015) recorded that, under the rules then in force, the IAS and the IFS received two additional increments of 3% each at three grades: the Senior Time Scale, the Junior Administrative Grade and the Selection Grade. Other services did not. For the IFS, the Commission recommended that the existing arrangement continue.

What this page leaves out, and why

  • Foreign allowance rates. They are fixed station by station and reviewed every year.
  • An "in-hand" figure. It depends on dearness allowance, other allowances and the posting.

If you are weighing the IFS against other services, look at the work and the life as well as the pay. The IFS career journey describes the training, the language posting and the titles from Third Secretary to Ambassador.

Frequently asked questions

Basic pay runs from ₹56,100 a month for a new officer (Level 10) to a fixed ₹2,25,000 in Grade I (Level 17). In India, dearness allowance at 60% of basic pay from 1 January 2026 brings a new officer's basic pay plus DA to ₹89,760 a month. MEA told the Lok Sabha in 2014 that foreign allowance has been set under an Indexation Scheme since 1 January 1998: a basket of goods and services for each station, extrapolated using the United Nations Retail Price Index, reviewed every year by MEA and the Ministry of Finance. It therefore differs by station.
