UPSC salary is the pay of the service you join through the Civil Services Examination (CSE), which the Union Public Service Commission (UPSC) conducts to fill 23 services. The IAS, the IFS, the IPS and every Group A service, from the Indian Revenue Service to the Indian Railway Management Service, start at Level 10 of the pay matrix: ₹56,100 a month in basic pay. The five Group B services, for the Armed Forces Headquarters, Delhi and the Union Territories, and Puducherry, start at Level 8: ₹47,600. At the top, the Cabinet Secretary, an IAS post, is paid a fixed ₹2,50,000 a month (Level 18).
Dearness allowance is paid on top: 60% of basic pay from 1 January 2026 for Central Government employees. IAS and IPS officers get the same rate under the All India Services (Dearness Allowance) Rules, 1972. The Pondicherry Civil Service Rules leave that service's DA to the rates the President sets, which the Department of Expenditure's memo of 22 April 2026 put at 60%, and the Government of Puducherry, the cadre controlling authority of the Pondicherry Police Service, applied the 60% rate by an order of 3 May 2026. So basic pay plus DA starts at ₹89,760 a month in the IAS, IFS, IPS and Group A services, and at ₹76,160 in the Group B services.

Pay levels: DoPT's Civil Services Examination Rules 2026, Appendix II, which print these particulars "only for general information"; each service's own rules prevail. DA: 60% of basic pay from 1 January 2026 for Central Government employees (PIB (Ministry of Finance), 18 April 2026: Cabinet approves additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners w.e.f. 01.01.2026); the IAS and IPS draw it under the All India Services (Dearness Allowance) Rules, 1972, the Pondicherry Civil Service at the rate the President set in the Department of Expenditure's memo of 22 April 2026, and the Pondicherry Police Service under the Government of Puducherry's order of 3 May 2026, which encloses that memo. Basic + DA is at the first cell of the starting level; it leaves out house rent allowance, other allowances, and income tax and other deductions.
How the salary grows after joining
- Increments. Each increment moves an officer one cell down the same level of the pay matrix, so basic pay rises without a change of grade.
- Promotions. Each promotion moves an officer across to a higher level. The top grade differs by service, as the last column of the table shows.
- The single highest post. The Cabinet Secretary, an IAS post, is at Level 18 under the IAS (Pay) Rules: a fixed ₹2,50,000 a month in basic pay.
Grade-by-grade salary tables: IAS salary, IPS salary, IRS salary and IFS salary. What each service does is in all services through UPSC CSE.
Be wary of any single "in-hand salary" figure for a service. In-hand pay also depends on house rent allowance or government housing, allowances tied to particular posts or places, and income tax and other deductions, and no official document publishes one. Basic pay plus DA, in the table above, is the part fixed by the rules and the Government's DA orders.
UPSC salary and the 8th Pay Commission
The Government announced the 8th Central Pay Commission in January 2025. The Union Cabinet approved its terms of reference on 28 October 2025, and the Commission was constituted by a notification of 3 November 2025, with 18 months to submit its report. Because pay commission recommendations have usually been implemented every ten years, the Government's release says the effect of the 8th Pay Commission's recommendations "would normally be expected from 01.01.2026".
Until the Commission reports and the Government decides on its recommendations, every service stays on the current pay matrix, with dearness allowance revised by Government orders. No official figure for pay under the 8th Pay Commission exists yet, so treat any such number you see as a guess.
Frequently asked questions
What is the salary of a UPSC officer?
It depends on the service. The IAS, IFS, IPS and every Group A service start at Level 10, ₹56,100 a month in basic pay, or ₹89,760 with dearness allowance at 60%. The Group B services start at Level 8, ₹47,600, or ₹76,160 with DA. Both figures are before house rent allowance, other allowances and deductions.
Which service through UPSC has the highest salary?
At the start, the IAS, IFS, IPS and every Group A service pay the same, Level 10. The single highest post is the Cabinet Secretary, an IAS post at Level 18, ₹2,50,000 a month in basic pay. The top grade of each service is in the table on this page.
Is the starting salary the same for IAS, IPS and IRS?
Yes. All three start at Level 10 of the pay matrix, ₹56,100 a month in basic pay, and draw dearness allowance at the same rate: IRS officers as Central Government employees, IAS and IPS officers under the All India Services (Dearness Allowance) Rules, 1972.
What is the in-hand salary of a UPSC officer?
No official document publishes one. In-hand pay is basic pay plus DA, plus allowances that depend on the post and the housing, minus income tax and other deductions. Basic pay plus DA for every service is in the table on this page.
When will salaries change under the 8th Pay Commission?
The 8th Central Pay Commission was constituted on 3 November 2025 with 18 months to report. Salaries change only after it reports and the Government decides on its recommendations; until then, the current pay matrix and DA apply.
What is the full form of UPSC, and does UPSC pay the salary?
UPSC is the Union Public Service Commission, and CSE is the Civil Services Examination it conducts. Under Article 320 of the Constitution, the Commission conducts examinations for appointment to the services of the Union. The salary is not UPSC's: it is the pay of the service the Government appoints you to, set by that service's rules, starting at ₹56,100 a month in basic pay in the IAS, IFS, IPS and Group A services.
What is the full form and salary of IIS?
IIS is the Indian Information Service, a Group A service in the Civil Services Examination, with posts in media organisations such as the Press Information Bureau, Doordarshan and All India Radio. It starts at Level 10, ₹56,100 a month in basic pay (₹89,760 with dearness allowance), and its top grade, the Higher Grade, is at Level 17, a fixed ₹2,25,000. Direct recruits are on probation for two years, with 9 months of training at the Indian Institute of Mass Communication, New Delhi.
What is the salary in IDAS and the railway services through UPSC?
The same start as every Group A service: Level 10, ₹56,100 a month in basic pay. The Indian Defence Accounts Service (IDAS) goes up to the Apex Scale, Level 17 (₹2,25,000), for the Controller General of Defence Accounts. The three branches of the Indian Railway Management Service (Accounts, Personnel and Traffic) and the Indian Railway Protection Force Service also run from Level 10 to the Apex Level, Level 17. The table on this page has every service.
