  5. How to use this list

Apart from the texts it prescribes for the literature optionals, UPSC names no books. Its notice sets out the syllabus, paper by paper, and that syllabus is your real booklist. This page lists the official and public resources that cover it: NCERT's school textbooks, the Government's own documents and UPSC's own papers, mapped to the parts of the syllabus they serve.

We do not list private publishers' books. The mapping of resources to syllabus areas is our suggestion; the titles are exactly as their publishers print them, checked on 2 October 2026.

Start with UPSC's own documents

  • The exam notice. It has the full syllabus for the prelims, the mains and every optional subject. Read the syllabus before you buy or download anything.
  • Previous question papers. UPSC publishes the prelims and mains papers on its website, from 2016 onwards. They show how each syllabus line turns into questions. See previous year papers.
  • Two documents for the mains. UPSC's specimen Question-cum-Answer Booklets show the format you will write in, and its note on common mistakes in conventional papers shows what loses marks. Both are on UPSC's Examinations pages and covered in answer writing.

NCERT textbooks, by syllabus area

We suggest NCERT's textbooks as the first layer for most General Studies areas: they cover the basics, and NCERT puts them online as PDFs. Below is our map of the current editions to the syllabus. The class-by-class list, including science and the newer Class 6 to 9 books, is in NCERT books for UPSC.

Government documents for the economy and current events

For anything that changes from year to year, go to the Government's own documents. They are the primary source.

  • Economic Survey (Ministry of Finance, on indiabudget.gov.in). The latest, for 2025-26, has chapters on the state of the economy, fiscal developments, inflation, agriculture, industry, services, infrastructure, environment and climate change, education and health, employment and urbanisation. It serves the prelims area of economic and social development and most of the economy part of GS III.
  • Union Budget documents (indiabudget.gov.in). For 2026-27: the Finance Minister's speech, Budget at a Glance, Key to Budget Document and Budget Highlights. GS III names "Government Budgeting" as a topic, and these are the documents behind it.
  • Press Information Bureau (pib.gov.in). Press releases from the ministries, Cabinet decisions, and its Research Unit's backgrounders, factsheets and explainers. Use it for government schemes, policies and agreements in GS II and GS III, and for current events in the prelims. See how to read the newspaper.
  • Publications Division (Ministry of Information and Broadcasting). It publishes the INDIA and BHARAT reference annuals. Its journals include Yojana, which it calls a development monthly, and Kurukshetra, on rural development.

The Economic Survey and the Budget change every year. Use the latest edition, and note the year on anything you copy into your notes.

For your optional subject

Start from the optional's syllabus in the notice and the last few years of its papers on UPSC's site. The notice sets the level of most optional papers at an honours degree, above a bachelor's degree and below a master's; for engineering, medical science and law it is the bachelor's degree. For the literature of a language, the notice also lists the texts prescribed for study. If your optional is a school subject, such as geography, history, sociology or economics, the Class 11 and 12 NCERT books in it make a sound first layer. See the optional subjects list.

How to use this list

  • Read the syllabus line first. Before a chapter, read the syllabus line it serves, so you know what to take from it.
  • One source per topic, read fully. Revise one book several times rather than skimming several.
  • Check facts at the source. When a fact matters, such as a scheme's name, a date or a figure, check it in the Government's own document rather than in someone's notes.
  • Test yourself with UPSC's papers. After each subject, try that subject's questions from past papers to see what you missed.

Frequently asked questions

Does UPSC prescribe any books?

Only for the literature optionals, whose syllabus in the notice lists the texts prescribed for study. For every other paper, the notice sets out the syllabus but names no books. Anything called a UPSC booklist is someone's suggestion, ours included.

Are NCERT books enough for UPSC?

No official source says any set of books is enough, and we don't claim it. NCERT's books give you the basics of many syllabus areas. For current events, the economy and the depth the mains asks for, add the Government documents on this page and practise with UPSC's own papers.

Where can I download NCERT books?

On NCERT's own website, on its Textbooks PDF (I-XII) page at ncert.nic.in/textbook.php. Choose the class, subject and book, and download chapter by chapter. Our NCERT books guide lists the titles.

Which Economic Survey should I read for UPSC?

The latest one. On indiabudget.gov.in that is currently the Economic Survey 2025-26. Read it with the Union Budget documents for 2026-27, since GS III names Government budgeting as a topic.
