The UPSC prelims is a screening test. It decides who writes the mains, and its marks do not count towards your final rank. To clear it you must do two things on the same day: reach the cut-off in General Studies Paper I, and score at least 33% in General Studies Paper II, the CSAT.

This guide sets out what UPSC's notice and the CSE 2026 papers say about the exam, then a strategy built on those rules. The rules are UPSC's; the strategy is our advice.

At a glance

  • Two objective papers, 200 marks and two hours each, both on one day.
  • In CSE 2026, Paper I had 100 questions and Paper II had 80, with all questions in a paper carrying equal marks.
  • A wrong answer loses one-third of that question's marks. A blank costs nothing.
  • Paper II only needs 33%. The list for the mains is drawn on Paper I marks.
  • You must sit both papers, or you are disqualified.
  • CSE 2027 prelims: 23 May 2027, as per UPSC's calendar.

What the syllabus asks

Both syllabi are short. Paper I lists seven broad areas; Paper II tests comprehension, reasoning, decision making and numeracy at Class X level.

The score you are aiming at

UPSC publishes the cut-off only after the final result. For CSE 2025 the General category's prelims cut-off was 92.66 out of 200, and for CSE 2024 it was 87.98. It moves from year to year, so set your target against several years, not one. Every year and category is in the prelims cut-off guide, and the cut-off checker tests a score against the last ten years.

A strategy for Paper I

  • Cover the static syllabus from a few sources. History, geography, polity, economy, environment and science don't change month to month. Build them from a small set of books, starting with NCERT, and revise those rather than adding more.
  • Follow current events daily. The syllabus opens with current events of national and international importance. Read one newspaper and check the Government's own releases on PIB. See how to read the newspaper.
  • Practise on UPSC's own papers. Sit past papers from 2016 onwards under the real time limit. See previous year papers.
  • Decide how you will guess, before the exam. With four options and a one-third penalty, a blind guess gains nothing on average. Once you can rule out even one option, a guess gains marks on average. Practise this in mock tests, not on the day. The negative marking guide works through examples.
  • Take full mock tests in the last months. Review every wrong answer and every lucky guess, and note which subject it came from.

A strategy for Paper II (CSAT)

  • Find out early where you stand. Sit one past CSAT paper at the start of your preparation. If you clear 33% comfortably, regular practice may be enough. If you don't, give it fixed time every week from then on.
  • Don't leave it to the end. Paper II also has negative marking, and if you fall below 33% in it, your Paper I marks do not get you to the mains, however high they are.
  • Use school mathematics for numeracy. The syllabus sets basic numeracy and data interpretation at Class X level, so the Class 10 NCERT Mathematics book is a natural base.
  • Read for comprehension daily. Comprehension leads the Paper II syllabus. Reading editorials and long reports carefully, and summarising them, is practice for it.

On the day

These are UPSC's rules, from the notice:

  • Your e-Admit Card is issued online on the last working day of the week before the exam; it is not posted or emailed.
  • Reach the venue at least 30 minutes before each session. There is no late entry.
  • Every candidate goes through face authentication at the venue.
  • Mobile phones, smart watches and other electronic devices are banned, even switched off, and there is no place to keep them.
  • Calculators are not allowed in the objective papers.

After the exam

From CSE 2026, UPSC releases a provisional answer key soon after the exam. It did so for the first time for the CSE 2026 prelims, on 27 May 2026. For five days, from the third day after the exam until 6 PM on the seventh, UPSC accepts representations on the questions and the answer key through its online portal; it accepts none by post or email. The result lists the roll numbers that qualify. For CSE 2026, the prelims was held on 24 May 2026 and the result came on 15 June 2026. The marks, the cut-offs and the final answer key follow only after the final result. Start your mains preparation without waiting for the prelims result.

Frequently asked questions

Do CSAT marks count towards the prelims cut-off?

No. The cut-off is applied to GS Paper I marks only. CSAT (GS Paper II) is qualifying: you need at least 33% in it, and then only your Paper I score decides whether you reach the mains.

How many questions are there in the UPSC prelims?

In CSE 2026, Paper I had 100 questions and Paper II had 80, each paper worth 200 marks. The notice itself doesn't fix the number of questions, so read the instructions on the booklet on the day.

Is there negative marking in CSAT?

Yes. The notice's penalty applies to the objective papers, and the CSE 2026 CSAT booklet repeats it: one-third of a question's marks for each wrong answer, and none for a question left blank.

When does UPSC release the prelims answer key?

In two stages, from CSE 2026. UPSC released a provisional answer key for the CSE 2026 prelims on 27 May 2026, three days after the exam, and accepted representations on it until 6 PM on 31 May 2026. The final answer key comes only after the final result of that year's exam, along with the prelims marks and cut-offs, as UPSC's release and its CSE 2026 prelims result note say.

When is the next UPSC prelims?

UPSC's calendar lists the CSE 2027 prelims for 23 May 2027, with the notification on 13 January 2027. The calendar says its dates can change if circumstances require.
