The rest of this guide shows where UPSC keeps the papers, what exactly is there, when the answer keys come out, and how to use the papers. The facts come from UPSC's website as it stood on 13 October 2026; the advice on using the papers is ours.

Where UPSC publishes the papers

  • The main page. upsc.gov.in › Examinations › Previous Question Papers lists the most recent papers, with each exam's papers grouped under it.
  • The archive. A "View Archives" link at the bottom of that page opens the archive, which goes back to 2016.
  • Finding CSE quickly. The page lists UPSC's other exams too, from defence to engineering. Look for the headings "Civil Services (Preliminary) Examination" and "Civil Services (Main) Examination" under each year, or use the page's exam-name search box.

Each paper opens as a PDF. Recent prelims papers are scans of the full test booklet and are large files (34.19 MB and 26.46 MB for the two CSE 2026 papers), so download them on a good connection.

What is available for the Civil Services Exam

StagePapers on UPSC's siteYears
PrelimsGeneral Studies Paper I and Paper II (CSAT)2016 to 2026
Mains, papers that countEssay; General Studies Papers I to IV2016 to 2026
Mains, optional subjectsPaper I and Paper II of each optional subject, and the literature papers listed for that year2016 to 2026
Mains, qualifying papersThe compulsory Indian language papers and English2016 to 2026

Apart from the literature and language papers, the papers are set in Hindi and English, as the notice says. The CSE 2026 prelims booklets print every question in both, and so do the mains General Studies papers.

Answer keys and marks

From CSE 2026, UPSC publishes the prelims answer key in two stages. The provisional key comes soon after the exam: for the prelims of 24 May 2026, the first time UPSC released one, it came on 27 May 2026, and candidates could send representations on it through UPSC's online portal until 31 May 2026. The final key comes only after the final result, as UPSC's release of 27 May 2026 says, and the CSE 2026 prelims result note says the same of the prelims marks and cut-off marks. See UPSC prelims answer key.

For the mains, two other UPSC documents help: its specimen Question-cum-Answer Booklets, which show the booklet you write in, and its note on common mistakes in conventional papers. Both are listed under Examinations on UPSC's site and explained in mains answer writing.

How to use previous papers

This is our advice. The papers are UPSC's own record of how it reads its syllabus, so they deserve more of your time than any guess about the exam.

  1. Read papers before you study. Go through two or three years of both prelims papers and the four GS papers early on. You will see how each line of the syllabus turns into questions, and what depth is expected.
  2. Map questions to the syllabus. Keep a sheet with every syllabus line and note the years each was asked about. It shows you which lines UPSC has examined and in what way, which helps you plan, though it does not predict next year's paper.
  3. Attempt prelims papers as a test. Sit a full paper in two hours, mark your answers on a separate sheet as you would on the OMR sheet, and apply the one-third penalty for every wrong answer when you score it.
  4. Write mains answers to the printed limits. The General Studies papers and the essay state their word limits. In CSE 2026, General Studies Papers I to III asked for 150-word and 250-word answers. Practise within those limits and against the clock.
  5. Study your optional's papers with its syllabus. Read several years of both papers of your optional before you choose it and again before the mains. See the optional subjects list.
  6. Come back after each topic. When you finish a topic, try every past question on it. Gaps show up quickly.

Past papers show the style and depth of the exam, not next year's questions. Don't spend time guessing which topics are "due".

Frequently asked questions

Where can I download UPSC previous year question papers?

From UPSC's website, under Examinations › Previous Question Papers and its archive. The table on this page links each CSE paper from 2016 to 2026 straight to UPSC's PDF, and each optional subject's guide links that optional's two papers.

Are the CSE 2026 mains question papers out?

Yes. UPSC has published the CSE 2026 mains papers: the essay, General Studies Papers I to IV and the optional and language papers. The table on this page links the essay and GS papers.

Do UPSC's previous papers come with answers?

The question papers carry no answers. UPSC publishes the prelims answer keys separately. From CSE 2026 there are two: a provisional key soon after the exam (for CSE 2026, on 27 May 2026) and the final key, which comes only after that year's final result, along with the prelims marks and cut-offs.

Are the papers available in Hindi?

Yes. Apart from the literature and language papers, UPSC sets its papers in Hindi and English. The CSE 2026 prelims booklets and mains General Studies papers print every question in both.

Should I solve previous papers before I finish the syllabus?

Read them early, to see what the exam asks and how deeply. Attempt full papers under time later, once you have covered most of a subject, so the score tells you something.
