An IAS career begins once UPSC recommends you, the Government allocates you the Indian Administrative Service and you are appointed on probation. From there it runs on two tracks: your state cadre, where you work in districts and the state secretariat, and deputations to the Government of India. This guide follows that career step by step, using DoPT's IAS (Pay) Rules and LBSNAA's own description of training.

First, close to two years of training

Training runs in four parts. Three are courses of the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie; between Phase I and Phase II comes a year of district training in the state you are allotted.

From the result to the first posting

The IAS training sequence

  1. 14 weeks

    Foundation Course

LBSNAA, Mussoorie, usually September to December. Shared with IPS, Indian Forest Service, Indian Foreign Service and Group A trainees.

  2. About 20 weeks

    IAS Professional Course, Phase I

LBSNAA: 12 weeks of academic instruction, a 7-week Winter Study Tour and 1 week of leave.

  3. 52 weeks

    District training

In the officer's allotted state cadre.

  4. About 8 weeks

    IAS Professional Course, Phase II

Back at LBSNAA after district training, including a week-long Foreign Study Tour.

Pay grades and promotions

The IAS (Pay) Rules, 2016 fix eight grades, each on a level of the 7th Pay Commission's pay matrix. The rules also say when you become eligible for each grade up to the Super Time Scale, and from the Selection Grade up, appointment is by selection.

Basic pay only. Officers also draw dearness allowance and other allowances. Years are when an officer becomes eligible under rule 3 of the IAS pay rules; the appointment itself follows DoPT's promotion guidelines. Starting pay of each level as printed in the CSE Rules 2026 (Appendix II).

How promotion works

  • Eligibility by years of service. The rules make an officer eligible for the Senior Time Scale after 4 years of service, the Junior Administrative Grade after 9, the Selection Grade after 13 and the Super Time Scale after 16, counted from the year of allotment. The appointment itself follows DoPT's promotion guidelines, which the rules refer to.
  • Training is a condition. The Junior Administrative Grade needs the Phase III mid-career training, and the Super Time Scale needs Phase IV.
  • From the Selection Grade up, it is selection. Appointment to the Selection Grade and above is "by selection on merit", with due regard to seniority, and only against vacancies the state has cleared with the Central Government. The pay rules set no year of service for the Higher Administrative Grade and the Apex Scale, so when an officer reaches them depends on the officer, the cadre and the posts available.

Posts at each level in the Government of India

When IAS officers work at the Centre, Part C of the pay rules' Schedule II sets the pay level of each post. Under Secretary and Deputy Secretary each span two levels:

Pay levelGradePost in the Government of India
11Senior Time ScaleUnder Secretary
12Junior Administrative GradeDeputy Secretary or Under Secretary
13Selection GradeDirector or Deputy Secretary
14Super Time ScaleJoint Secretary
15Higher Administrative GradeAdditional Secretary
17Apex ScaleSecretary or Special Secretary
18Cabinet SecretaryCabinet Secretary

There is no Level 16 for the IAS: the rules go straight from the Higher Administrative Grade (Level 15) to the Apex Scale (Level 17).

Pay beyond the basic

The figures above are basic pay. Officers also draw dearness allowance, under orders the Central Government issues from time to time, and other allowances depending on posting. We don't quote a total "in-hand" salary, because it changes with these allowances and with where an officer is posted.

Frequently asked questions

What is the starting salary of an IAS officer?

A new IAS officer starts at Level 10 of the pay matrix, with a basic pay of ₹56,100 a month. Dearness allowance and other allowances are paid on top, and they change over time.

How long does it take to reach Joint Secretary level?

Joint Secretary is a Level 14 post in the Government of India. The pay rules make an IAS officer eligible for Level 14, the Super Time Scale, after 16 years of service, and the Phase IV mid-career training is a condition for it. The appointment itself follows DoPT's promotion guidelines.

Is the first posting always as SDM?

LBSNAA's page on Phase II training describes being an SDO, a sub-divisional officer, as the trainees' first posting, and the academy holds a seminar on being an effective SDO. The posting itself is the state government's decision, and the pay rules don't name it.

What is the highest post an IAS officer can reach?

Cabinet Secretary, Government of India: a single post at Level 18, with a fixed pay of ₹2,50,000. In a state, the pay rules' schedule lists the Chief Secretary first, at Level 17.
