IRMS stands for Indian Railway Management Service, the Central Service formed by unifying eight Group 'A' services of the Indian Railways. UPSC recruits to it through two examinations. The Civil Services Examination (CSE) fills three IRMS services listed in the CSE 2026 notice: IRMS (Traffic), IRMS (Personnel) and IRMS (Accounts). The Engineering Services Examination (ESE) fills the engineering streams: IRMS (Civil), (Mechanical), (Electrical), (Signal & Telecommunication) and (Stores). For CSE 2026 the Railway Board has reported firm figures of 11 vacancies in Traffic, 9 in Accounts and 5 in Personnel.
This guide explains where the service came from, how the CSE streams fit with the engineering streams, and the joining terms the Railway Board sets for CSE recruits, from its own documents, UPSC's notices and PIB.
How the service came about
On 24 December 2019 the Union Cabinet approved unifying the existing eight Group 'A' services of the Railways into one Central Service, the IRMS. PIB's release explained the reason: the Railways had been organised into departments such as traffic, civil, mechanical, electrical, signal and telecom, stores, personnel and accounts, separated from top to bottom, and unification was meant to end this "departmentalism" and speed up decisions.
- The Railway Board was to be reorganised on functional lines, with a Chairman acting as Chief Executive Officer and four Members for infrastructure, operations and business development, rolling stock and finance. The Chairman was to be the cadre controlling officer for human resources.
- Unification would cover every level, from the Junior Scale to HAG+, the Ministry said a few days later. It also said 27 General Manager posts had been upgraded to the apex grade and that only IRMS officers would be eligible to become the functional Members and Chairman of the Railway Board.
- The same initials had belonged to another service. The Cabinet's decision also provided for renaming the existing Indian Railway Medical Service, until then also "IRMS", as the Indian Railway Health Service (IRHS).
- The route to recruitment changed once. In December 2022 the Ministry announced a specially designed IRMS Examination, to be held by UPSC from 2023. In February 2023 it said recruitment for 2023 would instead be through the Civil Services Examination.
CSE streams and engineering streams
The Civil Services Examination recruits the three non-engineering IRMS services, and its notice asks for a graduate degree without naming a subject. Engineers join the IRMS through UPSC's Engineering Services Examination, which asks for a degree in engineering or one of the equivalents its notice lists. The ESE 2027 notice, issued on 16 September 2026, places each IRMS engineering stream in one of its four engineering categories, with Stores posts in all four, and the Railway Board's indent for ESE 2027, sent to UPSC on 12 August 2026, gives the vacancies:
| IRMS service | ESE 2027 category | Vacancies (Railway Board indent) |
|---|---|---|
| IRMS (Civil) | Civil Engineering | 75 |
| IRMS (Mechanical) | Mechanical Engineering | 45 |
| IRMS (Electrical) | Electrical Engineering | 45 |
| IRMS (Signal & Telecommunication) | Electronics & Telecommunication Engineering | 40 |
| IRMS (Stores) | All four, as Stores posts for each discipline | 20 |
The Railway Board's letter calls the Signal & Telecommunication stream IRMS (S&T), and splits the Stores vacancies among Civil, Mechanical, Electrical and S&T engineering posts. If you are an engineer, you may be able to reach the IRMS by either route; check each examination's notice for its own eligibility, and see UPSC for doctors and engineers.
Through the CSE, you are considered only for the services you list. The CSE 2026 notice says a candidate is considered for allocation only to services for which a preference is given, and the CSE Rules give due consideration to that order of preference when services are allocated on the results. See service preference and DAF.
Joining terms for CSE recruits
The Railway Board publishes joining terms for CSE batches. Those for candidates recommended on the basis of CSE 2024 say:
- Reporting. The batch reports to the Director General of the Indian Railways Institute of Transport Management (IRITM), Lucknow; for this batch, on 8 December 2025.
- Probation. Two years. It can be extended if you have not completed the training or passed the examinations, but never beyond double the prescribed period.
- Foundation Course. The Combined Services Foundation Course is compulsory and carries 10% weightage in your seniority within the batch. If you join without it, you are sent to a Special Foundation Course.
- Training. Two years including the Foundation Course, at the Railways' Centralised Training Institutions, which include the National Academy of Indian Railways in Vadodara, IRITM in Lucknow and the Indian Railways Institute of Financial Management in Secunderabad. You must also pass a Hindi examination in Devanagari script within the probation period.
- Seniority. Your place in the batch on confirmation depends on your marks in the UPSC examination, the Foundation Course and probationary training.
- Pay and pension. You start at the minimum of the Junior Scale, ₹56,100 in Level 10 of the pay matrix, with allowances. Officers joining on or after 1 January 2004 are under the National Pension System.
- Passes. You are eligible for free railway passes and Privilege Ticket Orders under the rules in force.
- Posting. You are posted to a zonal railway and ordinarily serve on it throughout your service, though the Ministry may send you to any other railway or project, in or out of India.
If you want to take the CSE again
The terms let you seek one year of extraordinary leave to take a further examination. During probationary training itself you cannot sit examinations, though you get leave for an interview or personality test, the medical examination and the journey. Once probationary training is over, you are free to take any examination. Extraordinary leave does not change your seniority within your batch. The CSE notice has its own rules for candidates already allotted a Group 'A' service; see UPSC eligibility criteria.
Disability
The CSE 2026 notice lists all three IRMS services among those identified as suitable for persons with benchmark disability. In the Railway Board's firm figures for CSE 2026, none of the vacancies in the three services is reserved for persons with benchmark disability.
The three IRMS services are among the 23 in the CSE list. See other services in UPSC CSE for the rest, and training academies of every service for where each trains.
Frequently asked questions
What is the full form of IRMS?
Indian Railway Management Service. The Union Cabinet approved it on 24 December 2019 by unifying the Railways' eight Group 'A' services into one Central Service. The same decision provided for renaming the older Indian Railway Medical Service, which had also used the initials IRMS, as the Indian Railway Health Service.
Which IRMS services can I join through the Civil Services Examination?
Three, as listed in the CSE 2026 notice: IRMS (Traffic), IRMS (Personnel) and IRMS (Accounts). Engineering streams of the IRMS are filled through the Engineering Services Examination.
Which IRMS streams are filled through the Engineering Services Examination?
Five, in the ESE 2027 notice: IRMS (Civil) under Civil Engineering, IRMS (Mechanical) under Mechanical Engineering, IRMS (Electrical) under Electrical Engineering, and IRMS (Signal & Telecommunication), which the Railway Board writes as IRMS (S&T), under Electronics & Telecommunication Engineering. IRMS (Stores) is filled through Stores posts in all four categories.
How do I become an IRMS officer?
Through one of two UPSC examinations. For IRMS (Traffic), (Personnel) or (Accounts), qualify in the Civil Services Examination, which asks for a graduate degree, and list the service in your preferences: the CSE 2026 notice says you are considered for allocation only to services you have listed. For the engineering streams, qualify in the Engineering Services Examination, which asks for a degree in engineering or an equivalent its notice lists. See UPSC eligibility criteria.
When is the IRMS notification, and how many vacancies are there?
UPSC announces IRMS vacancies through the notices of the two examinations that fill it. The CSE 2026 notice, dated 4 February 2026, included IRMS (Traffic), (Personnel) and (Accounts), for which the Railway Board reported 11, 5 and 9 vacancies; UPSC's calendar lists the CSE 2027 notification for 13 January 2027. The engineering streams are in the ESE 2027 notice of 16 September 2026, and the Railway Board's indent for it asks for 75 Civil, 45 Mechanical, 45 Electrical, 40 S&T and 20 Stores vacancies.
Where do IRMS probationers train?
At the Railways' Centralised Training Institutions, which include the National Academy of Indian Railways in Vadodara. CSE recruits report first to IRITM, Lucknow. Training lasts two years, including the Foundation Course.
What is the starting pay in the IRMS?
The Railway Board's terms say probationers start at the minimum of the Junior Scale, ₹56,100 in Level 10 of the 7th Pay Commission's pay matrix, with allowances on top.
Can I write the CSE again after joining the IRMS?
The joining terms let you seek one year of extraordinary leave for a further examination, but you cannot sit examinations during probationary training itself, apart from leave for an interview. The CSE notice has its own conditions for candidates already allotted a service.
