In the Civil Services Examination, IFS means the Indian Foreign Service, India's diplomatic service, not the Indian Forest Service, which has its own exam. The IAS and the IFS are filled through the same exam and rank list, both need Indian citizenship, and both start with the Foundation Course at LBSNAA. After that the careers part: IAS officers serve in a state cadre and at the Centre, IFS officers in the Ministry of External Affairs and in India's missions abroad.

This guide sets the two side by side, using DoPT's rules, the Ministry of External Affairs (MEA) and the two academies. It does not rank them.

Basic pay only. Years under a grade are the earliest an officer becomes eligible under that service's pay rules. Sources: DoPT: Civil Services Examination Rules 2026, Appendix II (Gazette of India, 4 February 2026); DoPT: Indian Administrative Service (Pay) Rules, 2016.

The IFS names its upper grades by number, from Grade IV at Level 13 to Grade I at Level 17. The CSE Rules give no years of service for the IFS grades, so the table shows years only for the IAS. Serving abroad changes what an IFS officer receives beyond basic pay: the CSE Rules list a Foreign Allowance to cover the extra cost of living at the post, free accommodation according to diplomatic rank, home leave passages, and an education allowance for up to two children studying at the station. The rules give no amounts, and neither do we. For the IAS side, see IAS salary.

Training

  • Together at first. LBSNAA runs the Foundation Course for the All India Services, the Indian Foreign Service and the Group A services together. LBSNAA lists it at 14 weeks; the IFS training institute calls it three months.
  • IAS. Phase I at LBSNAA, a year in the district and Phase II back at the academy, about two years in all. See LBSNAA and IAS training.
  • IFS. The Induction Training Programme at the Sushma Swaraj Institute of Foreign Service lasts nine months: a one-month orientation on foreign policy and diplomacy, two months on MEA and mission work and economic diplomacy, three months attached to MEA divisions, and three months on defence, public, cultural and multilateral diplomacy, with short attachments to a mission, the army and a state. In all, IFS officer trainees spend one year training in India.
  • Then abroad. The MEA assigns each officer a compulsory foreign language and posts them to a mission in a country where it is spoken, and the officer must pass the language examination before being confirmed in service.

Career titles

The MEA describes the IFS ladder abroad as Third Secretary, Second Secretary on confirmation, then First Secretary, Counsellor, Minister and Ambassador, High Commissioner or Permanent Representative. In consulates the titles run from Vice-Consul to Consul and Consul General. At the Ministry in Delhi, the stages are Under Secretary, Deputy Secretary, Director, Joint Secretary, Additional Secretary and Secretary. IAS posts, from the district to the Cabinet Secretary, are in IAS ranks and hierarchy.

Choosing between them

This is advice, not a rule. The two services lead to different work: the IFS to India's missions abroad and the MEA, working on India's relations with other countries, the IAS to district, state and central administration. Read Appendix II of the CSE Rules for both, list the one you want first, and list the other only if you would join it. Service preference explains how the order is used, and the IFS career journey follows the diplomatic career further.

Frequently asked questions

Is the IFS in the Civil Services Exam the Indian Forest Service?

No. In the Civil Services Examination, IFS means the Indian Foreign Service, India's diplomatic service. The Indian Forest Service is an All India Service with its own exam; only its preliminary stage is shared with the Civil Services prelims.

Do IFS officers train at LBSNAA?

In their induction training, only for the Foundation Course, with the other services. They then spend nine months on the Induction Training Programme at the Sushma Swaraj Institute of Foreign Service in New Delhi, and are posted to a mission abroad to learn their compulsory foreign language.

Is IFS pay the same as IAS pay?

The basic pay structure is parallel: both start at Level 10 (₹56,100) and reach Level 17, with the same range at each level in the CSE Rules 2026. The IAS also has the Cabinet Secretary at Level 18. While serving abroad, IFS officers get a Foreign Allowance and free accommodation according to diplomatic rank; we don't quote amounts.

Who controls the Indian Foreign Service?

The Ministry of External Affairs, which describes itself as the cadre-controlling authority for the Indian Foreign Service. For the IAS, it is the Department of Personnel and Training.
